ระยะนี้นอกจากจะต้องระวังเชื้อไวรัส ยังค้องระวังเชื้อรังเกียจผิว หรือ hate crime เป็นคำที่เริ่มปรากฏในสหรัฐอเมริกมาแต่สมัยทที่ชาวยุโรปเข้ามาแย่งดินแดนจากอินเดียนแดง (Native Americans) ต่อมาก็แบ่งแยกสังคมเมื่อ นำคนผิวดำมาเป็นทาสจากประเทศอัพฟริกา ในภาคใต้ด้วยการกระทำที่เรียกว่า Lynchings หรือการฆ่าโดยไม่ต้องขึ้นศาล การรังเกียจสีผิวยังมีเรื่อยมาเหมือนเชื้อไวรัส ที่ระบาดไปทั่วต่อชนกลุ่มน้อย เช่น เม็กซิกัน เอเชียน ล้วนถูกทำร้ายและฆ่าอย่างเปิดเผล
